If you're homeless and beg for money on the streets, you're a panhandler. If you form a non-profit and beg for money on the streets, you're a homeless issues education organization. C.W. Nevius reports on some scammers from LA who are running this game in San Francisco.

If you're in Boulder, you wear a green t-shirt, carry a clipboard and pester
everyone who passes with "Do you have time for the environment?"
Actually, they are a legit environmental group - but they hire scores students
and are more annoying that the panhandlers.
Of course, if you have any talent, the city of Boulder issues free busking
licenses.

Check to see how legit they really are. Several of the ones that do that out here (like CALPIRG) pay a few directors exorbitant salaries to occasionally lunch with state legislators.
