Rafe made mention of Mohammad Sephery-Rad, in charge of the Iranian government's computer security, says the reason Iran is switching from Windows to Linux isn't all about money:
"All the software in Iran is copied. There is no copyright law, so everybody
uses Microsoft software freely," said the secretary of Iran's High
Informatics Council.
"But we cannot continue like this much longer," he said.
And:
"Microsoft is a national security concern. Security in an operating system is
an important issue, and when it is on a computer in the government it is of
even greater importance," said the official.

Agreed. And it's not just the OS, it's how it does things and clueless people use it.
I love opening the winmail.dat, that includes a winmail.dat, that includes a winmail.dat of the guy that started the thread. That you were not supposed to see. Especially business proposals, legal docs..
