Eh. They wanted new equipment and an excuse to pad the bill. With government it's always better to go with a variationon the old cliche: Never attribute to stupidity what can be explained by avarice.

I run the Israeli equivalent of snopes.com
A few years ago, emails with the subject "A warning from the PM office" started spreading all over.
An IT technician at the PM office forwarded, internally, the old HALLMARK virus warning. It got out of the office and have spread nationwide.
The warning had the signature of the technician so I called him and asked why he had forwarded this old hoax. "Just to be on the safe side" was his answer.
