I assume I got this from Shadow, but it was open in my work browser... Reddit thread: "So my city started putting these in parks where bicyclists tend to ride" has a picture of a Dero Fixit installation. This looks like a bike stand, basic set of tools on cables and pump, all in one place. Not cheap, but looks like a decent on-stop relatively hardened installation.
This one definitely came from Shadow: A new kind of parking like an asshole. I'm not going to defend that, but will point out that the "M" style bike rack at work is put in the sidewalk in such a way that using it as it is meant to be used would block the sidewalk. Luckily I'm the only asshole who parks my bike outside, everyone else wheels theirs into their cube...

While in town today I saw one bicyclist slowly riding on the sidewalk, winding around some landscaping and nearly running into a pedestrian... When there was a brand new bike lane in place.
I also had a bit of conflict a few months ago with some bikers who came to a halt at a stop sign in front of me, and then just sat there, wheezing and adjusting themselves. A short tap on the horn brought angry shouts to "go around! Go around!" Yeah... The intersection was too tight and the traffic on the road ahead of me too fast to do that safely. Meanwhile there was a nice flat area to the right they could've pulled off onto to take their break.
Bicycles may have been getting short-shrift from the municipalities, but if riders don't show any courtesy expect bad will from the public and less cooperation from municipalities.

This summer Chicago began an elaborate bike sharing program, but not everyone approves.

Chattanooga has a lot of bike fix-it stands, I'm impressed that they all seem to be in good shape and the tire pumps that I have used work well.
I used one one day to pump up a tire on a hand truck downtown as well...
