Why Even A Net Neutrality Rewrite Wouldnât Alleviate Slow Netflix Service:
Cogent Communications, one of Netflixâs largest bandwidth vendors, said last summer that Verizon had previously opened up new ports to ease or prevent congestion when traffic hit around 50% capacity, but that the telecom giant had recently begun letting some ports reach 100% capacity without acting.
Which goes back to the ol' n2 problem of networks, and why Netflix has caching boxes in the data centers of cooperating ISPs.

What we have noticed is Netflix freezing and rebuffering at exactly 1:29 on the last 4 movies in a row via Comcast.

Most people don't notice the loss of freedom until it impacts someting very tangible. In 'Merica, Netflix is tangible.
