Genius! I agree eating private capital from the bottom up(consumer choices)will help but in truth I think this IS where we need the heavy hand of government. Yup! Taxes! silly CRAZY amounts of wealth sit on the sidelines(well playing hedge games) instead of fueling innovation and growth. Active investment should be rewarded(risk) and fuckwad financial gaming should be taxed(thus driving investment into an active risk prone role). Oh yeah we NEED to kill flash trading too, perhaps all market investments must remain for 30 days.

No need to put hold requirements on trades. Just put a 2% 'sales tax' on every transaction. Then eliminate the 'capital gains' exception and do what the IRS did with Bitcoins: make all financial instruments 'property', with the singular exception of voting shares in active companies. (Of course, I fear the rules for determining what is an 'active company' and what is a 'holding company' will get gamed, but that kind of thing always happens.)
