I don't understand this. To punish these people for whistleblowing you place them into an environment that gives them time to spare to cause even more mischief for you?

I dunno, none of the work situations where I've been short on assignments have ever felt like leisure time, they've always felt like "oh, shit, what should I be working on so that I can demonstrate my value to the organization?", and "is it me? it must be me."
Very unsettling.

But Dan, you are describing a very different set of circumstances. If you were given a job in the basement as punishment for pointing out the things people are doing wrong then you would do one of two things, find another job or use the fact that the bosses imposed idle time on you to stir things up even more.
