The police officer's statement was that the victim stole his taser and was attacking him. The video shows the police officer shooting the victim 8 times in the back as the victim ran to get away, and then planting the taser next to the victim.
With that in mind, that without that video this'd just be another black man shot by a cop, let's look at what's happening in the Bay Area, where Police Union Vows To 'Go After' San Francisco's District Attorney for wanting to investigate allegations of wrongdoing:
Of course you know about these scandals, all of which broke in the last month: Prisoners at SF County jail were allegedly forced to fight, gladiator style, by Sheriff's Deputies. SFPD officers sent racist and homophobic texts to one another. The crime lab screwed up DNA evidence in "hundreds" of cases.

I really can't say what happened at the start of the video. It did seem like there may have been a
taser discharged and something falling to the ground. But what doesn't add up is why someone
being pulled over for a broken tail light ended up with 8 bullets in his back.

I'd say that the murderer is the luckiest man in town. The black cop didn't unload a full clip into his sorry ass. On second thought, perhaps the citizen who videoed the thing is (so far) the luckiest man around, since the men in blue haven't gotten him yet. We'll have to see if he's still alive to testify at the trial, if there is one.

The brother of Walter Scott talks about the hero who filmed the incident:
"He wanted to see what reports were coming from the North Charleston Police Department because of the fact that they may have told the truth," Anthony Scott said in an phone interview from home with TIME Wednesday. "And when they continued with the lies, he said, 'I have to come forward.'"

I haven't yet had a chance to follow this through to watch the video, but just dropping it here: Feidin Santana says he almost erased the police-shooting video because he feared for his life. That article also points out that:
Oh, by the way, the police report also claimed officers gave first aid and performed CPR on Scott. In fact, other officers responded to the shooting, and none did anything to help. Slager handcuffed him after he went down, then planted evidence. ...
Hopefully there'll be some more indictments coming down.

Walter Scott was stopped for having "a" broken tail lamp. S.C. Code 56-5-4730 requires only one working tail lamp. http://law.justia.com/codes/so...e-56/chapter-5/section-56-5-4730
