Why didn't I see this: One of the proposals in CERT Advisory CA-2000-02 was "Don't browse promiscuously", something so over the top and against the nature of the web that I thought it was inserted as irony. In a great article, John Dvorak points to Microsoft's influence in the matter. Obviously, I'm not being cynical enough, because my experience with CERT in the past is that they're extremely political and only issue official advisories long after any responsible admin has patched the holes.
