The water dump is not a Gotcha, "Oh how dumb they are!" They know what they're doing. It's straight out of the Stalin-Putin playbook. They're going to bring down California, provoke famine and unrest. Their intent is not to govern/provide but to destroy/loot. Project 2025 outlines how they'll tear down govt as we've known it and replace it with a supreme Executive - as it turns out, one headed by Putin via Musk. Far from failing, it looks to me like they're doing a good job of the goal so far.
