It's mediated reality as http://eyetap.org/defs/glossary/mr.html it has existed for a while. Steve Mann want to be able to walk around and NOT see advertisements or even people he does not want to see.
The jacket he's wearing is just a trigger. You have to be wearing a special 'viewfinder' or goggles to see the effect.
