Despite offers of much larger subsidies from various U.S. states, Toyota plans to build $800M plant in Ontario:
"The level of the workforce in general is so high that the training
program you need for people, even for people who have not worked in
a Toyota plant before, is minimal compared to what you have to go
through in the southeastern United States," said Gerry Fedchun,
president of the Automotive Parts Manufacturers' Association,
whose members will see increased business with the new plant.

I've heard same views expressed locally by site locators for big businesses.
And that Chattanooga State Technical Community College exists to teach people what they should have learned in grade school, how to fill out a job application.
Dispite subsidies and concessions attached to such prime EPA superfund sites as:
Enterprise South - Including a public offer by the President (Jim Catanzaro) of CSTCC saying: We'll train em to do whatever you need".
The point being: You shouldn't have to.
