Working madly. HGR1219 does the web surfing so I don't have to:
It is used to implant a GPS-microchip in the body of a human being, using a high powered sniper rifle as the long distance injector. The microchip will enter the body and stay there, causing no internal damage, and only a very small amount of physical pain to the target. It will feel like a mosquito-bite lasting a fraction of a second. At the same time a digital camcorder with a zoom-lense fitted within the scope will take a high-resolution picture of the target. This picture will be stored on a memory card for later image-analysis.

Just in case anyone was going to take it seriously, the ID Sniper rifle isn't much to worry about.
If the projectile is light enough that it won't kill you, it's going to lose all its velocity to air-resistance at
any distance farther than you can reach. Try shooting a grain of rice out of a cocktail straw - it's going to
have similar aerodynamics.
If the projectile is heavy enough to penetrate clothing, it'll hurt more than a mosquito bite, and could kill
you.
Just remember, the black helicopters aren't really black at all. They're very dark green.

Yeah, and anything that you think is on the order of a mosquito bite and doesn't have an obvious external appendage hanging off of it won't be readable at more than a few feet.

I suppose I should also note, in case it's not obvious, that all of the images of the weapon on that page are either bad CG or an extremely simplistic plastic mock-up.
